Hi,
Is it possible to export a group of email addresses from PD into outlook and send a HTML email from there?
PD email client is quite restrictive in some ways whereas there are more formatting options in Outlook.
If this is possible how easy is it?

You can use the contact sync to get all your contacts from Pipedrive into Outlook: https://support.pipedrive.com/hc/en-us/articles/360000446718-Contact-Sync
Then if you also have the email sync set up anything sent from Outlook will sync back to Pipedrive as well and link to your contact person there.
