Sending follow-up email templates / CAMPAIGNS using workflows?

Is it possible to perform all these 4 situations as follow-up activities using email templates / CAMPAIGNS using workflows?:
- Send 1 follow-up email from the owner of the deal after the deal reaches a certain stage
- Start a cadence of emails based on templates from the owner of the deal after the deal reaches a certain stage
- Start a cadence of emails based on CAMPAIGNS from the owner of the deal after the deal reaches a certain stage
- Send 1 follow-up email from some other users participating in the deal after the deal reaches a certain stage, for example when that users change a certain custom field (to active the original follow up I asked you first)
If not, will be very needed to make Pipedrive better.
If not, any workaround to do it?
