Bug - Web Forms UI

This is a very odd little issues that has existed for a long time now and has gone completely unnoticed... It appears that the top section of the web form page is made out of a transparent block so when scrolling all the text overlaps each other making the UI messy and hard to read. I believe a quick fix for this problem would be to make the top section out of an white opaque block, that way the text will not intersect.
