Define note comment owner and creation date through the api

The api is already very great but I feel like the comment endpoint could greatly benefits from a little bit more customization.
More context, through the API, it is possible to add a comment on a note. Unfortunately, the endpoint doesn't support user_id and add_time. Most other endpoint I've used support these 2 properties. It would be a very great feature especially when importing from another CRM. See screenshot for a better visual example.
