The option of setting targets for teammates is no more visible. We want to see this option again. Please guide.

Unfortunately at the moment if you are using the Insights Reporting, you will not have access to the goals feature. Goals are planned to be released on Insights in the coming months, see our announcement here. We apologise for this inconvenience.
