Link Deal/Contact To Local File System - To access related Docs

As an Example of what I mean -
In another tool "Evernote" you can create two types of "links" in a post.
1 link, is the link we are familiar with - a URL link to some page, or video or etc.
2nd link is a link to a folder on your local drive: such as: C:\MyStuff
When I click on this link it opens up the file explorer.
It would allow me to link a Deal or Contact to my related docs on my local folder
on my laptop.
I am not particular about the connection - But, I need to be able to "link" my deal/contact
to my associated docs on my laptop.
