Organization Service Account For API Access

The API now is tied to the user accessing it. If I was accessing it and I ended up leaving, the flows would be obsolete after my license is deleted. I would like for their to be an organization service account used only for API access and maybe as a global reader.

I know this can happen by buying an extra license but we shouldn't have to do that.
