Automatic assignment based on phone number starting digits (country code)

Hello,

I would like to assign the deals automatically to sales people depending upon the country code in the phone number i.e. first 2 digits. How can I achieve that?

P.S. I don't have address filed in lead form therefore getting country is not possible.
