Admins Should be able to make Filters Shared

We are at a standstill on an important email campaign because a highly-curated filtered list of People was marked as private by a user, and now this user is on leave and we are unable to access their filtered list!

Admins should be able to see (and edit) all filters!

And in Campaigns, the name of that filter is not visible if the filter is not shared. So not even Admins can see the name of the list.
