Email templates - needs new grouping access

A customer of mine uses a lot of email templates (over 100) and they are 50 users.
The problem is that they want to share their templates to a small group of users not all.
Today a template could only be private or public. The idea is to create a new group that could be "visibility group" or team. Another idea is that you can choose who should have access like in Smart Docs for documents.
