When to Make Sales Calls

Hello all thank you for your time.  We are in the Midwest with clients all over US.  I like to catch people in the morning but I also do not want to wake people up on the west coast.  Area codes are not reliable these days.  Any other way/software to know where the number is actually located?

    I googled a bit but mostly it's advicing to indeed use area codes. Where do you get the phone numbers? Can the source potentially tell you where they are located?

    Potentially check out a tool like https://www.spokeo.com/ there's a fee involved and I didn't go too deep into seeing if this is legal in all countries in the world but it could potentially help.
