Required fields-must be filled in to save

Hey I'm hoping this could happen- for required fields in any record (contact, deal, organization, etc) it would be great to not allow the record to be saved any time it is accessed, not just when it is created. We have a lot of contacts that are uploaded with an import, and then we access them later. We need users to fill in all required fields for any record that becomes "active" meaning we are now accessing their record. Thanks and hope to see this soon!
