Bulk Editing Should be Decoupled from Group Emailing

Could the ability to send a Group Email (not Campaigns) be decoupled from the Bulk editing capability?

Our internal security team recently had us turn off bulk editing, to better control our data (and since Pipedrive emails our Legal rep weekly about this "high risk" feature being turned on).

Almost immediately, we heard from a User who does not use Bulk editing but uses the multi-select record feature to send group emails, since he has a weekly goal.

Can these be controlled separately in Permissions?
