Restrict Lead Creation

As we do not have any reporting capability for Leads, we would like to restrict the user to create Leads and create Deals directly. Even though we have informed the users, they forget or by mistake end up creating a lead. 

I am visioning when users try to create a lead the system should pop up with a message "Lead Creation Restricted". Is there a way to do this?

    Unfortunately, there is currently no way to do this in Pipedrive.
