Filter Visibility and Xero integration

The option when creating a filter for it to be visible to others is greyed out, do you need to change something in the user settings to change this.
Also trying to implement Xero, when entering an invoice it doesn't seem to bring up the supplier in Pipedrive. Also can you enter sales and purchase invoices in Pipedrive?
