Permission set so a non-admin cannot change the owner of a contact or deal.

Simply put the function would be for when companies want to limit standard users ability to change the owner of deals and contacts. This would allow only admins to be able to change the owner of deals and contacts.

So this cannot be done at this time? I have regular users changing record ownership.

I would second this requirement, I'd prefer that owners can only be amended by people with appropriate permissions
