I have deactivated a user...can I assign this license to a new starter?

Please contact Pipedrive support if it asks you to add a new seat even if you have more than 0 seats available.

Yes, if you deactivated only the user (and not the seat), you should be able to add a new user to fill in that spot. Here's an article that explains the difference between users and seats:
