API seems to ignore owner_id and always adds API user as follower to new people and organisations

I've found that when creating a person or organisation through the API, setting the owner_id field doesn't seem to have any effect on the follower that's automatically added. Even though the actual owner is correctly set when I retrieve the person or organisation, the follower is still always set to the API user. I think this might be a bug or am I doing something wrong?
