Billing responsibilities without consuming a license

Is there a way to allow someone in our accounting group to take care of the billing activities without consuming a license? They do no take part in the other CRM activities - they only set up payment and make sure everything is okay on the billing front.

    Edit the user and turn on "Account settings · Doesn't require a paid seat"

    I wonder if this is still accurate... Was trying something like this but couldn't find it in my PD.
