Deal Detail Reports showing deals that don't match the filters

I have a filter set up that pulls a list of all deals that entered a particular stage for a particular time period e.g. Date of entering stage > Lead Triage > is > This Quarter.

The report pulls deals that have never been in that stage, it was created with a different stage. Does any one know why?

Also, does this mean when I look at the Deal Progress Insights report that deals that never entered a stage are still counted?
