You'll want to set up your stages for the steps of your recruiting process - e.g. New Candidate / Phone Screen / Onsite / Reference Checks / Offer Out and your detail fields should support recruiting-type inputs. Is this the only use of Pipedrive for you? If yes, there may be better tools out there for recruitment. But if this is one of the many things you do in Pipedrive, then you can definitely customize it to use as ATS too. You can take inspiration from any of the ATS (Applicant Tracking System) tools and build a separate pipeline for recruitment.
