Activity Owner Automatic Assignment and Lock to User That Marks It Complete

I believe it would be helpful to have activities be assigned and locked to the user that marks them complete. or an additional data field for tracking who marked the activity complete that can't be edited. This is important for accurately tracking and knowing who has completed activities in a way that cant be edited by anyone.
