To send grouped emails, do I have to enable the Bulk edit items permission? I am afraid that people will erase or modify important data by granting this right. Is there another way to do group emails?

You can have people at different levels (Manager vs Regular Users). You can then define permission sets for regular users to not be able to bulk edit, and Managers to be able to do it. It throws a lot of other functionalities for a toss, for sure.0
